LONGVIEW – Building permits in April 2013 were at a seasonally adjusted annual rate of 1,017,000, up 14.3 percent from the revised March rate and up 35.8 percent from April 2012. Housing starts in April 2013 were at a seasonally adjusted annual rate of 853,000, down 16.5 percent from the revised March estimate, up 13.1 percent from April 2012.
